In many cases, the Federal Police can issue a temporary travel ID as a substitute. To obtain it, you must be able to show them some other official proof of your identity; this can be an expired passport, an ID card, or a birth certificate. Please plan for enough time for your request to be processed. Travelers of other nationalities can also be assisted: citizens of other countries of the European Union and European Economy Area and Switzerland, as well as family members who have permission to reside and work in an EU country and move freely within the European Union, can all apply for an emergency travel document.
